PARIS, FRANCE – Los Angeles Mayor Karen Bass today signed an agreement with Saint-Ouen-sur-Seine Mayor Karim Bouamrane ahead of the Paris Olympic and Paralympic Games to formalize collaborating on our shared priorities for youth, the environment, sports, and culture and to share knowledge from the 2024 Games in Paris in order to adequately prepare.
Saint-Ouen-sur-Seine is a suburb just north of Paris, bordering Saint-Denis, and home to the newly inaugurated Olympic and Paralympic Athlete Village for Paris 24. Saint-Ouen-sur-Seine has seen investment related to the 2024 Games primarily through the Athletes’ Village.

PARTNERSHIP AGREEMENT BETWEEN THE CITY OF LOS ANGELES AND THE CITY OF SAINT-OUEN-SUR-SEINE
In the context of the Olympic & Paralympics handover between Paris and Los Angeles, numerous initiatives will be carried out in the areas of sustainability, youth, culture, and sports in the respective territories of Greater Paris, to which Saint-Ouen-sur-Seine belongs, and the United States. In this context, the City of Los Angeles and the City of Saint-Ouen-sur-Seine have decided to initiate a process of decentralized cooperation. This agreement aims to frame and facilitate the future amplification of this process.
Therefore,
The City of Saint-Ouen-sur-Seine (hereinafter referred to as "Saint-Ouen-sur-Seine"), represented by its mayor Karim Bouamrane
And:
The City of Los Angeles (hereinafter referred to as "Los Angeles"), represented by its mayor Karen Bass
It is agreed as follows:
Article 1 - Purpose of the Agreement
Both parties agree to cooperate in the fields of youth, sustainability, sports, and culture, with the aim of developing joint projects that promote the exchange of know-how and best practices, as well as the promotion of common values.
Article 2 - Commitments
Youth collaboration: Both parties commit to encouraging exchanges among young people through educational programs, cultural exchanges, and projects aimed at enhancing the civic engagement of young citizens.
Sustainability actions: Saint-Ouen-sur-Seine and the City of Los Angeles will cooperate to promote sustainability initiatives, such as environmental awareness programs, the promotion of renewable energies, and the implementation of sustainable development projects.
Sports projects: Both cities commit to facilitating sports exchanges among their residents, organizing joint sports events, and promoting sports as a tool for social cohesion.
Cultural development: Saint-Ouen-sur-Seine and Los Angeles will implement actions to promote and valorize their respective cultural heritage, including artistic events, exhibitions, and cultural exchange programs.
Article 3 - Context
Cooperation projects will revolve around the shared experience of hosting the Olympic & Paralympic Games, emphasizing the need to benefit as many people as possible from the Games and their legacy, with a focus on the public transportation network and its ability to improve the lives of residents sustainably.
Article 4 - Duration of the Agreement
This agreement comes into effect upon its signing by both parties and remains valid for a period of three years, renewable by mutual written agreement of both parties.
Article 5 - Revision Clause
The parties agree that this agreement may be revised, modified, or supplemented at any time by mutual written consent.
Article 6 - Languages
This agreement will be expressed in English and French. In case of doubt or conflict between the English and French versions of this agreement, the English version will prevail.
